As with all things related to poker, good bankroll management is at the heart of the decision, but you have to be able to also take an unbiased and informed look at your own abilities. Being a competent cash player generally means that if you have 25 buy-ins for a limit, you're going to be able to play and build your bankroll well. For instance, if you're playing in games that offer a $25 buy-in and your bankroll is at $625, then you should be able to comfortably move up without much trouble at all.
If you're new to the game, though, you have to be willing to be patient and build up a bankroll that's relatively larger than that. Let's say you're playing in games with low stakes and a buy-in of just $5. You should have a lot more than $125 at the ready. I'd honestly recommend having at least 50 buy-ins for the next level banked before you move up the first few times. That way, you're able to assess your game more fairly and handle the inevitable heavy variance that will come your way the first few games you play.
Of course, there are a number of ways to move up the levels "correctly" in poker. A lot of very successful players set schedules and no matter how large their bankroll got, they waited until a certain date came around before they moved up. This means they spent a lot of time grinding at a certain level and while it's possible they missed out on bigger winnings, they also were more secure when they made their move up. On the other hand, there are players who go up the second they earn those 25 buy-ins and they also turn out to be successful.
